Boundaries for Incorporated Little River

How exactly did the ad hoc committee (or whoever) set the "boundaries" for the incorporated Little River ? Did it have anything to do with density requirements ?

The boundaries were set based on the ability to clearly define the area. The State requires that the proposed area be clearly defined. The committee felt the NC/SC border along with the Waterway were natural boundaries it was then decided that next clearest boundary would be Hwy 9 and Sea Mountain hwy. The State line and Hwy 9 are both intersected by Hwy 57. Therefore Hwy 57 was used as the Western Boundary. There were many variations that were considered by the committee both enlarging and reducing the area but these Boundaries were finally agreed upon by all the members. I hope I have clarified how the Boundaries were established.

If the ad hoc committee had chosen the entire Little River Zip code, it includes over 11,000 people and approx. 58 sq miles of land plus another 20 or so of wetlands. The entire 29566 Little River area COULD NOT be used for the proposed boundaries as it would not allow the ad hoc committee to meet the requirements or incorporation of 300 people per sq mile . Little River as it stands, the "29566" area, has 193 people per sq mile. This information comes from the GIS dept. in Horry County.
So it seems there was consideration to its boundaries and the population of a smaller confined area.

I would venture a guess that, as density is a requirement by the state for an area to incorporate,
there would be no reason to question if it was included in the decision to draw boundaries.

Look at this map of Conway city limits and zip code delineation, as an example.

In 2000 census, Conway city limits: 11, 788
In 2000 census, zip code population: 48,492

IF the ad hoc committee did take density into consideration why did they not clarify that to the first posting? Or even at their meetings? It certainly looks to everyone that they are trying to hide something! If they are trying to hide that what else could they be covering up? These are the questions a lot of people have been asking!
